Section 1 – Official Rules
The official rules for the tournament shall be followed by any United State Softball Organization (USSO), USSSA (United States Specialty Softball Association, or USA Softball (United States National Softball Association).
***USA Softball (formerly the Amateur Softball (ASA) and ASA/USA Softball) is the governing body for the United States national softball team. In addition, it oversees more than 150,000 amateur teams nationwide, it is a 501 © (3) non-profit organization.
Section 2 – Division
North America Softball Association of ASL (NASAA) shall have Men, Women and Coed Division.
Section 3 – Team Registration Form and Deadline
A. Registration Form – any teams entered in tournament shall register up to twenty (20) team members
a. Follow eligibility of team and non team members found in “Team Member and Team Eligibility Guidelines”
b. Men and Women – shall have at least eight (8) team members and unlimited non team members
c. Coed – shall have at least eight (8) team members with option of playing 5 women/5 men or 4 women/6 men format
d. Form shall have identification key codes to show Free Agent, Non Player, KODA/CODA/Spouse,Interpreter,ASL student, etc.
B. Deadline – submit team registration form to Secretary/Treasurer mail or electronic by a date determined by the Executive Board.
Section 4 – Team Entry Fee and Deadline
A. Team Entry Fee – Each team shall pay entry fee of
a. Men – Four hundred dollars ($400.00)
b. Women – Four hundred dollars ($400.00)
c. Coed – Four hundred dollars ($400.00)
B. Deadline – Fees shall be submitted to the Secretary/Treasurer by a date determined by the Executive Board.
C. Breakdown – the breakdown of each team entry fee shall follow:
a. Men : $150 to SWSAD, $250 to Prize
b. Women : $150 to SWSAD, $250 to Prize
c. Coed : $150 to SWSAD, $250 to Prize
Section 5 – Player and Non Player Member Registration
A. Requirements – each player and non player shall pay and be duly registered for the tournament and team roster before participating in his/her first game.
Section 6 – Limit of Teams and Tournament Plans
A. There shall be no limit teams entering the tournament and the teams shall compete toward the winner’s brackets for first, second, third, fourth, and fifth places when applicable for plaques.
B. The round robin and/or double elimination plan(s) to be posted, shall be decided by the Executive Board.
Section 7 – Seeding and Drawing
The drawing for all teams shall determine location and date determined by the Executive Board.
Section 8 – Softball Balls
A. Each team shall purchase the balls from NASAA and/or Host.
B. Cost of each ball is six (6) dollars, subject to change.
Section 9 – Team Conduct
The managers and captains shall be strictly responsible for the conduct of their teams on and off the
field.
Section 10 – Expelling Authority, Forfeiture, Penalty and Removals
A. The umpires and/or Executive Board have the authority to forfeit a game or expel a team member from the fame for unnecessary griping and abusive language.
B. The penalty for a team member, including any fighting, shall be suspended from the tournament and any team and non-team member or fan that performs any act of violence toward any official or any member of either team or any spectator shall be removed from the tournament site.
C. The umpires and/or Executive Committee shall have authority to expel a team from the tournament if the plays are “dirty” and “rough”.
D. Any team and non-team member involved in any personal clash or argument with any Executive Board shall be expelled from the game.
Section 11 – Illegal Players
The use of a team member not registered on the NASAA registration form shall automatically cause this team to forfeit the game or games participated in by the team member.
Section 12 – Rules Interpretation
The team captain, coach, or manager may inquire of the interpretation of rule by an umpire in chief.
Section 13 – Uniforms
Each competing team member shall wear the jerseys of their team or colored jersey, showing number six (6) inches high number(s) on their backs.
Section 14 – Game Rules
A. At the tournament games, the playing time shall be one (1) hour
B. In case of team lateness, five (5) minutes’ wait shall constitute sufficient grounds for the forfeit of a game and the deciding score shall be seven (7) to zero (0).
C. Teams may start the game with eight (8) players and add up to ten (10) once the game has started.
D. COED – a team must start with 5 women/5 men format
E. A team that starts with 8 or 9 may additional players after the game has started with the following:
a. These players should be placed at the bottom of the line-up.
b. Teams playing with 10 or 11 players may finish the game with 8 players, but the vacated spots in the line-up will be an automatic out, regardless of the reason for that player’s inability to play.
c. The minimum time shall be agreed upon all concerned before hand
F. Whatever a situation arises that is not covered by the rules; the USSO, USSSA, and USA Softball rules shall apply.
G. Batting order form shall be turned in to the Tournament Director fifteen (15) minutes before game time. Failure to turn in the official line-up cards to the Tournament Director by game time will result in a forfeit of the scheduled game to the opposing team when the umpire(s) present in the field. The opposing team may challenge a line up at any time for verification of eligibility or correct batting order.
H. The NASAA has adopted a bat performance factor (bpf) of one point twenty (1.20) or less. The Commissioner and/or umpires shall reserve the right to disqualify a player for using bat performance factor (bpf) at least one point twenty-one (1.21) during the tournament. If a bat is present, it shall test all bats before the tournament starts.
I. Designated hitter belongs to a batter who replaces the pitcher’s spot in the lineup for the entire game but does not play a fielding position.
J. Home Run rule determined by Executive Board
Section 15 – All Tournament Ballot
A. All Tournament Ballot shall be used for selecting first and second team all stars of each division of softball tournament.
B. Coaches/Managers are to choose up to five (5) All Star players from their team deserving of the recognition. With the exception of Coed, five (5) men and five (5) women.
C. The Executive Board shall work as chairpersons of all-tournament balloting.
D. The award shall be decided based on the list provided with statistics and outcome of the game.
Section 16 – Awards
A. The Executive Board shall be responsible to select
a. Individual Sportsmanship
i. Men – One (1) – Sam Lane
ii. Women – One (1) women
iii. Coed – One (1) men and One (1) women
b. The Most Valuable Player award shall automatically go to the individual player with most points.
c. Team sportsmanship for each division
B. Only Champion (1st) place recognition shall be given to the team on field, after the game.
Section 17 – Weather Conditions
The tournament shall be conducted on a rain or shine basis for the completion of the tournament. However, in the event of a severe storm such as a tropical storm or hurricane, the park/field shall have the final decision with the Executive Board.
Section 18 – Amendment
The Softball Rules and Regulations amended by two-third (2/3) vote of the representative from the teams present and voting at the annual meeting held during the annual tournament. Proposed changes/guidelines are outlined in the “Bylaws, Section Seven – Proposals and Amendments, Section 1 – Proposals”.
